GRADING /DRAINAGE IMPROVEMENTS
CRESCENT MILLS, CA

BIDS DUE: **REVISED** Due to the Dixie Fire the bid period has been extended. The Sierra Institute for Community and Environment (Sierra Institute, ā€œOwnerā€) will be receiving sealed bids at 4438 Main Street, P.O. Box 11 Taylorsville, California 95983 AND via email to [email protected] (must submit via mail and email), until 2:00 p.m. on Wednesday August 18, 2021. Due to the current conditions of the Dixie Fire, all bidders will be informed of the public bid opening day, time, and platform (virtual or in person) once all bids are received.

PREBID CONFERENCE: Walk through is optional for all prospective bidders. Prebid conference will be held at 1:30 p.m. on July 21, 2021 at Crescent Mills site located at 15890 Highway 89, Crescent Mills, CA 95934.

PUBLIC MEETING: Sierra Institute continues to make significant progress in cleaning up the Crescent Mills site and advancing a variety of planning processes necessary to redevelop this Brownfield site into an innovative wood products campus. For those interested in learning more about this project a separate public meeting will be held Wednesday July 21, 2021 from 5:00 -6:00 p.m. at the Crescent Mills Fire Hall located at 36 Carter Street, Crescent Mills CA 95934.

General Work Description for Phase 4: Project has four tasks and alternate): Phase 4-1: Clear and grub for all work areas of the site. Includes removal and capping of abandoned 8-inch steel pipe crossing southern borrow pit and relocating wood chip stockpiles as needed to a location on-site. Phase 4-2: Remove concrete from Fill Areas 1 and 2 (Ā±15,600 sf) as shown on plans. Remove from site and replace with equal volume crushed concrete aggregate (2-inch minus) or equivalent aggregate fill. Phase 4-3: Excavate soil from existing borrow pits (Ā±5,500 cy in place), and place over Fill Areas 1, 2 and 3 as shown on the plans. Grade and compact to 90%. Place top lift (6-inch compacted) crushed concrete aggregate from site stockpile or import on Fill Areas 1B, 2B and 3 as shown on plans. Stockpile any unused borrow soil on site as shown on plans. Phase 4-4: Install new drainage swales and spillways between borrow pits and existing infiltration pond as shown on plans. Alternate 1: Remove asphalt pavement from AC Replacement area shown on plans. Process and place as graded aggregate subgrade. Re-pave areas shown on plans; 5-inches AC and 12-inches aggregate subgrade with positive drainage to swales and borrow pits.

Owner may select overall low bidder for Phase 4 including Bid Alternate #1 or separate bids for Phase 4 and Bid Alternate #1.

Plans and specifications may be obtained at the Office of the Project Engineer, NST Engineering, Inc., 1495 Riverside Drive, Susanville, CA 96130. A copy of the bid documents may be obtained at the Engineerā€™s Office upon request and payment of $15.00. The amount of the payment of charged at cost and is not refundable.

The successful bidder must possess the following proper classification of Contractorā€™s license: General Engineering license.

The Contractor shall also furnish Certificated of Insurance, with Sierra Institute named as an additional insured, in amounts and coverage as specified in the Specifications.
This is a public works project and as such is subject to the provisions set forth in 1720 through 1861 of the Labor Code.

Sierra Institute hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.

Pursuant to Section 1770 and 1771 of the Labor Code, all Contractors and Subcontractors shall pay the General Prevailing Wage Rates on Public Works Contracts.

Pursuant to Section 1773 and 1773.1 of the Labor Code the general prevailing wage rated in the County in which the work is to be done have been determined but the Director of the California

Department of Industrial Relations. These wage rates are on file with the Sierra Institute and may be reviewed during normal working hours.

This contract is subject to the provisions of Section 223000 of the California Public Contract Code, which provides for the substitution of securities for any monied withheld by a public agency to ensure performance under a contract. The bidderā€™s attention is directed to Section 22300 of the Public Contract Code for the specific requirements and provisions for such substitutions of securities if requested by the Contractor. All employees working on the site shall have OSHA Hazwoper Certification.

This contract is subject to State contract nondiscrimination and compliance requirements pursuant to Government Code, Section 12990.
Sierra Institute reserves the right to reject any and all bids.
