GENERAL STATEMENT OF RESPONSIBILITIES:
Implement the established financial and accounting policies and procedures of the Susanville Indian Rancheria. This position serves to reconcile the general ledger appropriately each month. Duties include preparation of routine journal entries, maintenance of fixed assets ledger, preparation of bank reconciliations, accounts payable, accounts receivable and payroll reconciliation with subsidiary and general ledger, preparation of federal funding reports, posting approved budgets to the system, preparing information needed for drawing federal contracts & grants maintenance of contract/grant files, and assisting in preparation of budgets and financial reports as requested.

This position works with and around our children and youth and is therefore subject to P.L. 101-630.

SPECIFIC AREAS OF RESPONSIBILITIES:
1. Responsible for maintaining the Tribe’s financial management, accounting and reporting system under Fiscal Controller supervision.
2. Assist Fiscal Controller in planning, coordinating and preparing for audit and interfacing with the selected public accounting firm in providing financial reconciliation, asset depreciation schedules, 1099’s reports, payroll, accounts payable, accounts receivable, grants and contracts and bank reconciliations.
3. Assist in reviewing and analyzing financial and statistical data for the Tribal Programs, Board and staff.
4. Oversee the maintenance of adequate records and files for all grants, contracts and leases. Interfaces monthly with Medical, Education, BIA, Casino, Senior Nutrition, ICWA, Childcare, Sierra Housing Program, TANF, Head Start and various departments on a monthly basis to review with each department manager actual expenses as compared to annual/monthly budget line items.
5. Assists with accurate posting of general ledger, subsidiary ledgers and journals and perform monthly subsidiary ledgers and general ledger reconciliation.
6. Assists with accurate posting of accounts receivables, accounts payables and adjusting entries to general ledger monthly.
7. Performs SIR various bank accounts reconciliation and oversees prompt filing of tax returns (Federal DE6’S, 941’S, 1099’S, W2’S, etc.).
8. Assist Fiscal Controller and independent auditors in annual review of accounting system.
9. Monitor budget line item amounts for I.H.S., B.I.A and other grants and programs and make recommendations to Department Managers and Fiscal Controller for needed grant/contract line item oversight, revision or amendment.
10. Complete grants and contracts invoicing/reports monthly or as required by grant/contract and ascertain funds availability.
11. Assist Fiscal Controller in preparing annual budgets.
12. Assists with accurate and timely completion of Tribal payroll, processing and issuing payroll checks, completing and payroll tax reports, workers compensation and group insurance reports, etc.
13. Assists with accurate and timely completion of all accrued vacation, sick and flex times to payroll files.
14. Assists with maintaining employee confidence and protecting payroll, receivable, payable and grant/contract operations by keeping information confidential.
15. Serves as office supply purchasing agent.
16. Maintains fixed assets.
17. Other duties as assigned.

MINIMUM QUALIFICATIONS:
1. Must have a high school diploma or equivalent from an accredited high school.
2. Must have a valid California driver’s license or license from current residence state.
3. Must pass P.L. 101-630 background check.
4. Must pass pre-employment drug test.
5. Must have a valid CPR card or be able to obtain within sixty (60) days of hire date.
6. Must be willing to travel for training.
7. Three to five years of experience in public or fund accounting.
8. Must have experience in PC use and knowledge of accounting programs.
9. Must demonstrate proficiency in Accounting, Math, Excel and Word.

DESIRED QUALIFICATIONS:
1. Bachelor’s degree in accounting or business administration with accounting concentration or an Associate’s degree.

WORKPLACE ENVIRONMENT:
1. PHYSICAL SAFETY: The work is sedentary. Typically, the employee may sit comfortably to do the work. However, there may be some walking, standing, bending, carrying of light items,
driving an automobile, etc. No special physical demands are required to perform the work.
2. WORKING ENVIRONMENT: Regular exposure to favorable conditions such as those found in a normal office.

PREFERENCE POLICY:
1st Preference: Enrolled member of a Federally Recognized Tribe.
2nd Preference: Documented proof of Veteran Status, i.e. DD-214, Veterans Benefit Card.
3rd Preference: Non-Native applicant.
