Position Summary

The Quality Improvement Manager provides oversight to the Quality Program at Northeastern Rural Health Clinics.  There is direct and indirect supervision for assigned employees and overall to the Clinical staff to ensure quality metrics are met and initiatives are identified to help meet quality goals.  This position is a pivotal role to the function of achieving health goals.  By doing so NRHC is able to capture value based funding through State and Federal programs as we are a Federally Qualified Health Center (FQHC).

The main function of this position is to ensure the following programs are integrated properly for clinical health:

  1. Meaningful Use
  2. Patient Center Medical Home (PCMH)
  3. Quality

Provides training for providers and support staff in the use of the electronic health record system.  Fluency of vacancies to ensure our programs are successful.  Provides expertise for clinical improvement activities, such as tracking, case management, chart abstraction and medication management using standardized procedures.  This position reports directly to the Director of Nursing with organizational oversight from the Medical Director.

Education and Experience

  • Associates degree (AA or AS) or Bachelor’s degree in Nursing, Public Health, Business Administration or a related field
  • One to three years of related experience
  • LVN licensure for degrees in Nursing
  • RN licensure in current standing within California is preferred
  • BLS CPR certification
  • Current driver’s license and vehicle insurance
  • Experience with Electronic Health Record system is preferred
  • Experience with Microsoft Office (word, outlook, excel, PowerPoint, databases, etc.)

Physical Requirements

Sitting, standing, walking, bending/stooping, squatting/crouching, balancing, reaching, twisting/turning, pulling, stand up lifting to 24 pounds, speaking/hearing on phone and in person, reading, writing, close eye work, working on computer, repetitive motion of hands, fine and gross manipulation, up/down and side/side hand motion, travel by auto to other sites, independent problem solving, working with others, exposure to public/staff/physicians, and meeting deadlines.


Recommend quality improvement goals

Develop a plan for measuring quality and meeting performance measures

Generate reporting; managing process, and qualifying results

Coordinates the collection of information required for reporting

Develop tools for projects and HIPAA compliance

Revises quality improvement plan and keeps up to date

Provide support for disease management activities

Research and analyze information from various sources without a clear roadmap

Compile reports for Board presentation, including yearend report

Running Quality Improvement meetings

Participates in HANC group meetings and prepares reports for HANC in regards to NERH Participate in monthly meetings to provide quality information to providers, employees, and stakeholders as well as teams

Assists with chart review and audit of information

Ensures state and federal licensing requirements are maintained

Coordinate Quality projects and initiatives

Assists in developing policies and procedures

Training of employees to ensure our Quality program is successful

Serves as a mentor and advisor to others

Maintains licensure and certifications

Works well with peers and other employees as a team player

Satisfactory attendance

Is responsible to supervisory feedback, utilizing constructive criticism in a positive manner

Maintains open communication and observes chain of command

Is a team player, working well with peers and other staff

Is sensitive to customer service issues both internally and externally, displaying a positive attitude to patients, coworkers, and the organization as a whole

Models appropriate conduct.  Observes the dress code; appearance and grooming standard  Must maintain confidentiality relating to NRHC personnel, patients, and information which could result in proprietary damage to NRHC

Maintains HIPAA compliance at all times

Adheres to office policies

Manages quality initiatives to ensure metrics are met

Performs other duties as assigned, demonstrating flexibility and willingness to do extra work as needed
