Honey Lake Valley Resource Conservation District (HLV RCD) is accepting applications for the position of Watermaster Technician.  The position requires the ability to read, comprehend, and apply the Decrees and recorded Agreements that define water rights within the Susan River Watermaster Service Area.  The workload varies during the course of the irrigation and storage seasons and the salary will be DOE.  This position works under direct supervision of the HLV RCD District Manager. Job Description

Water Master Technician

PRIMARY DUTIES AND RESPONSIBILITIES

Watermaster Service:

  • Read and comprehend the Decrees and recorded Agreements that define water rights within the Susan River WMSA. The documents normally define quantity and priority of water rights, point of diversion, and location, purpose and season of use.
  • Apply the language of the Decrees to current water users and conditions.
  • To the extent measuring devices allow; measure flows in streams and diversions according to industry standards to ensure water is lawfully diverted according to water rights and priorities.
  • Adjust diversions or direct water right holders to adjust diversions as necessary to comply with the Decrees.
  • Maintain and update the Field Schedule for each stream in the Susan River WMSA.

The Field Schedule describes water rights, current owners, priorities, total volumes, points of diversion and seasons of use so the watermaster can adjust diversions to deliver water accurately, according to the terms of the decrees.

Data Collection and Records:

  • Collect detailed records of daily activities, including areas visited, measured flows and diversions, diversion adjustments, all conversations and phone calls, and problems. Submit a copy of these records to the District Manager on a weekly basis and maintain a copy of these records in the RCD office.
  • Gather information from the County Assessor’s office on an annual basis in order to maintain a list of current APN Numbers, with current ownerships and mailing addresses.
  • Update original Decree maps, due to events such as ownership or land use changes and parcel splits.
  • Assist with creating and maintaining an Operations Manual for the Susan River WMSA. This manual will include photographs of all dams, diversions, ditches and appurtenant structures. The manual will benefit water right holders by providing information for annual reports, reducing training for new employees, and increase efficiency in the field.

Reporting:

  • Develop Annual Report to the Superior Court, which includes diversion changes, if any, and submit to the District Manager by the end of November.
  • Work with the District Manager to develop an annual Statement of Diversion and Use Report to the California State Water Resources Control Board (SWRCB), Division of Water Rights.  Submit the draft Statement to the WAC for approval at their April meeting.

Public Relations:

  • Attend monthly and special WAC meetings as scheduled and provide a written report summarizing the past months activities.
  • Address water right holder’s questions or problems within 24 hours.
  • Resolve and document disputes between water right holders over water rights.
  • Where water right holders disagree with the Watermaster Technician’s resolution, inform them of their right to seek the opinion of the WAC and keep the District Manager informed of any potential issues and actual or threatened violations of the Decrees.
  • Advise the RCD District Manager where measurement and diversion devices do not meet requirements specified in the decrees, and propose corrective action.
  • Present all complaint issues to the Watermaster Advisory Committee (WAC) first for advisory committee advice. WAC will make advisory comments to RCD as needed.

Water Master Service Annual Budget and Apportionment:

  • Work with the RCD District Manager to develop an annual Watermaster Service budget and apportionment and present the draft budget to the WAC at their March meeting and a final budget for approval at their April meeting.
  • Work with the RCD Executive Secretary to ensure that Water Users receive a letter prior to June 15th with their individual apportionment amounts.

QUALIFICATIONS

  • Ability to read, comprehend, and apply the Decrees and recorded Agreements that define water rights within the Susan River WMSA.
  • Experience working effectively with Committees, Boards, and customers to resolve disputes, develop reports and budgets, and convey technical information.
  • Experience collecting hydrologic data.
  • The ability to develop and prepare effective and comprehensive correspondence, reports and other written material.
  • A valid CA Driver’s license.
  • Ability to traverse rugged terrain and work around fast and deep flowing water.
