Job Announcement: City of Susanville – Police Chief

The City of Susanville has an exciting career opportunity available for an experienced Chief of Police to join our team. Under the direction of the City Administrator, the Police Chief plans, coordinates and evaluates the activities of the Police Department’s services including patrol, traffic enforcement, investigation, animal control, administrative support services and crime prevention. The ideal candidate will be an articulate, confident team player who demonstrates sound independent judgment and places a high value on community engagement. The candidate will be a results-oriented, dynamic leader with a proven ability to establish effective working
relationships with employees of the department, City management, the community and other agencies within the region. This is a highly visible position requiring an individual who will be decisive, inspire confidence in others, and is able to set a positive and professional work ethic and tone for the department.

Preferred Experience/Education:

  • Graduation from a four-year college or university with major course work in criminology, law enforcement, social or police science, public administration or a field related to the work.
  • Three years of command or supervisory experience in the police service equivalent to the level of Sergeant or above.
  • Any combination of experience and training that would provide the required knowledge and abilities managing a diverse law enforcement workforce is qualifying.

Essential Duties and Responsibilities:

  • Develops and directs the implementation of goals, objectives, policies, procedures and work standards for the department; prepares and administers the department’s budget.
  • Provides for the selection, training, professional development and work evaluation of department staff; authorizes discipline as required; provides policy guidance and interpretation to staff; ensures that laws, ordinances and policies are consistently enforced.
  • Contributes to the overall quality of the department’s service by developing, reviewing and implementing policies and procedures to meet legal requirements and City needs.
  • Oversees all City police functions including patrol, crime prevention, evidence, property, investigation, traffic enforcement, training, school services, records and special programs.
  • Directs and coordinates the investigation of major crimes and incidences in coordination with other agencies; communicates with the District Attorney in the preparation of cases.
  • Prepares, presents and administers the department’s annual budget. Monitors revenues and expenditures insuring fiscal responsibility of the department.
  • Prepares, recommends and implements strategic plans to meet the City’s current and long-range needs.
  • Confers with and represents the department and the City in meetings with members of the City Council, members of boards and commissions, various governmental agencies, local law enforcement agencies, and a variety of public and private organizations.
  • Prioritizes and allocates available resources; reviews and evaluates program and service delivery, makes recommendations for improvement and ensures maximum effective service provision.
  • Directs the development of specifications for acquisition of a variety of equipment and apparatus.
  • Prepares and directs the preparation of a variety of written correspondence, reports, procedures, ordinances and other written materials.
  • Maintains and directs the maintenance of working and official departmental files.
  • Monitors changes in laws, court decisions, regulations and technology that may affect departmental operations; implements policy, procedural and operational changes as required.

Licenses and Certificates

  • Must possess a valid California Class C driver’s license and have a satisfactory driving record.
  • Must be a sworn peace officer either with California P.O.S.T. Management certificate or with equivalent certifications and the ability to obtain California P.O.S.T. certifications within one year of hire, and must commit to obtain an Executive POST Certification within 36 months of hire.

Necessary Knowledge, Skills, and Abilities:

  • Modern and complex principles, practices and techniques, of police administration, organization and operation, and their applicability to civic applications.
  • Technical and administrative phases of crime prevention and law enforcement including investigation and identification, patrol, traffic control, juvenile delinquency, record keeping and care and custody of persons and property.
  • Laws, ordinances and regulations affecting the work of the police department.
  • Must meet physical requirements for the position.

Salary and Benefits:
The annual salary range for the Police Chief position is $85,937 to $115,164 plus an excellent benefits package. Placement within this range is dependent on qualifications. The City provides the following benefits:

General Leave:
• Vacation: 17 days of paid vacation leave the first year, increasing to 20 days in year five and increasing to 25 days in year ten and to 30 days after fifteen full years of service
• Administrative Leave: 80 hours annual administrative leave
• Sick Leave: Leave is accrued at 3.69 hours per pay period for a total of 12 days of paid sick leave per year

Medical, Dental, & Vision Insurance:
Medical coverage is a 90/10 plan provided through Anthem Blue Cross. Dental coverage is also provided through Anthem as well as vision. The policy covers employee, spouses and any eligible dependents, with the current employee contribution at $46 per month.

Life Insurance: The City provides a $25,000 term life insurance policy.

Retirement: The City participates in the California Public Employees’ Retirement System (CalPERS).
For legacy members, the benefit level is 3% @50 with a contribution rate of 9% of gross salary per pay period. For new members, the benefit level is 2.7% @57 with a current employee contribution
rate of 11.5% of gross salary per pay period.

Holidays: 14 paid holidays per year

Deferred Compensation: Voluntary plans available including IRS Section 125 Flexible Benefit Plan
