City of Susanville – Assistant to the City Administrator

About the Position:
Under the direction of the City Administrator, the Assistant to the City Administrator performs responsible and confidential administrative duties for the City Administrator. The Assistant to the City Administrator exercises a considerable degree of initiative, tact, and mature judgement in performing a variety of administrative duties for the City
Administrator. Duties and performed under minimal supervision and a comprehensive knowledge of City policies and procedures is required.

Salary and Benefits:
The annual salary range for the Assistant to the City Administrator position is $51,667 to $72,701 plus an excellent benefits package. The City provides the following benefits:

General Leave:
• Vacation: 12 days of paid vacation leave the first year, increasing to 15 days in year two and increasing thereafter based on every five years of service to a maximum of 30 days per year after 20 years of service
• Administrative Leave: 60 hours annual administrative leave
• Sick Leave: Leave is accrued at 3.69 hours per pay period for a total of 12 days of paid sick leave per year

Medical, Dental, & Vision Insurance:
The City offers excellent Medical, Dental and Vision Insurance. Employee currently pays $46 per month and receives medical, dental and vision coverage for employee, spouse, and eligible dependents. Medical insurance currently 90/10 plan, with annual deductible of $150 (individual) and $450 (family), annual maximum out of pocket $3,000 (individual), $6,000(family).
Life Insurance: The City provides a $25,000 term life insurance policy.
Retirement: The City participates in the California Public Employees’ Retirement System (CalPERS). For legacy members, the benefit level is 3% @60. For new members, the benefit level is currently 2% @62 with an employee contribution rate of 6.5% of gross salary per pay period.
Holidays: 14 paid holidays per year
Deferred Compensation: Voluntary plans available including IRS Section 125 Flexible Benefit Plan and 457 Plan.

Qualifications:
*Any combination of experience and education what would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities is:
Preferred qualifications:

  • Two-year degree or a minimum of 60 units from and accredited College.
  • Two (2) years increasingly responsible experience, providing support to a council, board, commission or administrator in either a public or private sector, demonstrated ability in records and file management.

Licenses/Certificates:

  • Possession of or ability to obtain and maintain a California Driver’s Class C License
  • Possession of or ability to obtain a Notary Commission

Essential Duties and Responsibilities:

  • Prepares a variety of materials for the City Council, including correspondence, reports, resolutions and ordinances;
  • Maintains a calendar and schedules appointments for the City Administrator and relieves the City Administrator of a variety of administrative and clerical duties;
  • Performs a wide variety of complex, responsible and confidential duties for publication, filing, indexing and safeguarding of the City Council;
  • Represents the City Administrator as assigned;  Administers Community Development Block Grant Programs including grant applications, grant implementation and reporting;
  • By appointment, acts as the Deputy City Clerk;
  • Takes and transcribes dictation for letters, reports and memoranda;
  • Answers the telephone and interviews callers, exercising considerable independent judgement in giving out information and referring to proper party;
  • Maintains a filing and recall system for the City Council and City Administration
  • May supervise and train clerical staff as needed;
  • Operates a variety of office appliances and orders office supplies as necessary;
  • Gathers information and composes correspondence in reply to various requests and inquiries;
  • Participates in collective bargaining;
  • May be assigned to duties associated with the Honey Lake Valley Recreation Authority;
  • Assist City Administrator with golf course operations;
  • Oversees leases at the Susanville Municipal Airport. Review for compliance of subleases, aircraft registrations, insurance and payment of leases;
  • Acts as member of the HR Team. Updates job descriptions, prepares recruitment materials and release flyers in house and to the public as stated in the adopted hiring policies. Sits in on interviews as needed;
  • Website maintenance and updates as needed;
  • Facilitates street closure requests for events;
  • Acts as a member of the Economic Development Team;
  • Performs other duties as assigned.

Additional Experience and Ability To:

  • Perform difficult, confidential and responsible administrative work.
  • Mentally analyze assignments received, differentiate between two and three sets of information, identify and interpret general department information, know, observe, prioritize, problem solve, remember, understand, explain and count.
  • Learn specialized computer programs.
  • Analyze situations accurately and develop effective courses of action.
  • Prepares reports and composes correspondence independently.
  • Use initiative and independent judgement within established guidelines; analyze and resolve routine administrative situations and problems.

The Administrative Services Department:
The City of Susanville Administrative Services Department are dedicated to serving the community. The Administrative Services Department consists of four divisions including Administration, Finance, Community Development and Community Services with a total of 14 employees.

About Susanville and Lassen County:
Susanville is located in Lassen County in the heart of North East California, at 4,200 feet in elevation. Residents and visitors enjoy four seasons and easy access to a wealth of year-round outdoor recreation opportunities. The population is about 9,000 people. There are over 2,700 square miles of public lands, with hiking, biking, cross country skiing, horseback riding, hunting and off-road recreation activities enjoyed by the community. Fisherman and boating enthusiasts will enjoy the numerous lakes and rivers and proximity to Eagle Lake, Antelope Lake and Lake Almanor.

Susanville also offers other amenities such as the 18-hole Diamond Mountain Golf Course, the Susanville Municipal Airport, the Susanville Symphony and the Honey Lake Valley Community Pool.
