ACCOUNT TECHNICIAN II

The City of Susanville has an exciting career opportunity available for an Account Technician II to join our team. Under direction from the Finance Manager, the Account Tech II performs assigned intermediate accounting work for the Finance Division of the City Administrative Services department and does related work as required. This position requires the ability to work effectively in a busy environment with multiple distractions and demonstrate flexibility, versatility and attention to detail in the performance of intermediate level accounting work within the Finance Division of Administrative Services. Must possess a considerable degree of tact, mature professional judgment and high degree of organization and be able to complete work in advance of deadlines.

Preferred Qualifications:

  • Four years of increasingly responsible experience in governmental clerical support accounting work. Successful experience in all accounting disciplines (AR, AP, UB, and Payroll). Previous experience in municipal or county government preferred.
  • AA degree in accounting or a related field (business bookkeeping, business management, computer science). Additional experience may be substituted for education.
  • Valid California Driver’s License Class “C.”
  • Meet Physical requirements

Essential Duties and Responsibilities:

  • Processing customer utility, business license and accounts receivable payments, request for new and discontinuance of utility services.
  • Billing and collection of receivables in accordance with established guidelines set by the City.
  • Processing payables in accordance with the policies and procedures of the City.
  • Administer and maintain the City’s payroll system and benefit procedures, including but not limited to, vacation, sick leave, workers compensation, retirement garnishments, and Federal and State reports.
  • Payroll, retirement, employee benefits and insurance financial record keeping.
  • Bi-weekly, quarterly and annual payroll tax preparation.
  • Prepare and modify documents including correspondence, spreadsheets, reports, drafts, memos and emails.
  • Prepare financial reports and statements under direction.
  • Reconciliation of all subsidiary accounts to the general ledger.
  • Under direction, posting of journal entries into the general ledger.
  • Training new staff.
  • Maintaining bank account and monthly reconciliation.

Necessary Knowledge, Skills and Abilities:

  • Accounting theory, principles and practices and their application to a wide variety of accounting transactions and problems;
  • Laws, ordinances and regulations affecting the municipal financial operations;
  • The principals of account classifications;
  • Knowledge and understanding of Affordable Care Act and required annual reporting;
  • Various federal and state laws governing employee compensation, benefits and overtime.
  • Ability to communicate clearly and concisely, both orally and in writing.
  • Ability to employ good judgment and make sound decisions in accordance with established procedures and policies.
  • Ability to understand and patiently, effectively explain local ordinances, regulations and procedures to the public and other City staff.

The Administrative Services Department – Finance Division:
The men and women of the City of Susanville Administrative Services Department are dedicated to serving the community. The Administrative Services Department consists of four divisions including Administration, Finance, Community Development and Community Services with a total of 13 employees, 5 of which are in the Finance Division.

Salary and Benefits: 

The current annual salary range for the position of the Account Technician II is $46,889.96 – City of $62,837.32
The City provides the following benefits:
General Leave:

  • Vacation: 12 days of paid vacation leave during year one, increasing to 15 days in year two and increasing based on years of service
  • Sick Leave: 12 days of paid sick leave per year

Medical, Dental, & Vision Insurance: $30 per month current employee cost

Retirement: The City participates in the California Public Employees’ Retirement System (CalPERS). For legacy members, the benefit level is 3% @60, employee share is 8%, paid by employees.
For new members, the benefit level is 2% @62, employee share is 6.25%, paid by the employee.

Holidays: 14 paid holidays per year
Deferred Compensation: voluntary plans available
IRS Section 125 Flexible Benefit Plan available
*Salary and Benefits are subject to change as a result of active negotiations.
